Updated Docker Image (#1764)

* dockerfile improvement, ubuntu upgrade, reducing docker layers, increased parity with ooo project

* changing to apt-get

* reducing steps based off PR feedback

* improved comments

* revert

* you have to install curl first

* no need to change this
