kvm: Activate in-kernel irqchip support
Make the basic in-kernel irqchip support selectable via -machine ...,kernel_irqchip=on. Leave it off by default until it can fully replace user space models. Signed-off-by: Jan Kiszka <jan.kiszka@siemens.com>
